electronic submission of RTI Application/appeal.

As you know, now everything is on line. Almost all the CPIOs/Appellate Authorities are having E-Mail IDs. The RTI Act also provides for filing RTI Applications/appeal by email vide Sec 6(1) of RTI Act. There is no questing of issuing orders/amendment for filing RTI Application/Appeal etc by email

The only next question that arises for implementing the electronic submission of RTI Application/appeal is the payment of Fee. Now postal order is resorted to ,inter alia,for payment of fee. The fee can be paid electronically ie by NEFT(National electronic Fund Transfer)into the common bank account created specifically for this purpose for central Govt.organisations.This common Bank account number in any nationalized Bank must be displayed as prerogative disclosure in the web site of every CPIO. When the fee is transferred to the Common Bank Account by NEFT, a receipt for payment will be generated by the Computer which can be copied and attached along with the RTI Application as a proof of remittance of RTI Fee. Thus the RTI Application and fee can be filed electronically. The application /appeal can also be signed by affixing signature electronically and get the application/appeal in PDF Form so that the application /appeal is filed with the signature of the applicant

Thus electronic submission of RTI Application/appeal will tremendously reduced the delay of reaching the application to the CPIO and practically electronic submission of RTI Application/appeal is feasible . There is no need for separate software to be used for this electronic submission of RTI Application/appeal.

Another thing to be done is an amendment in clause 3 of The RTI(Regulation of fee and cost) Rules,2005.The Government may consider this amendment in the rules to facilitate electronic submission of RTI Application/appeals
